Shred the cabbage and carrots on a box grater and place in a large mixing bowl. You can also do this in a food processor fitted with a shredding attachment.
Thinly slice the scallions (white and green parts), and mince or crush the garlic cloves. Add the scallions and garlic to the mixing bowl.
Next, add the slightly beaten eggs to the mixing bowl, along with the flour, and seasonings. Mix everything together until it has all been coated evenly in the egg and flour.
Preheat a large skillet over medium heat for about 4 minutes. Once the pan is hot add a couple tablespoons of avocado oil. Let the oil heat for 1 minute.
Form the fritters
Using an ice cream scoop or just your hands, form a ball about the size of your palm, place it on the skillet, and press down with your hand or a spatula until the fritter is about 1/4 an inch in thickness.
Fry the cabbage fritters for 3-4 minutes on each side until they are a deep golden brown color. Remove to a plate. Optional: sprinkle with a little extra salt and sliced scallions.Serve warm with sour cream or hot sauce.
